19 September 2013, Moscow. A joint United Nations Development Programme (UNDP) and Russian Federation Ministry of Energy Project on Energy-Efficient Lighting supported by the Global Environment Facility (GEF) has launched a lighting market monitoring system in Russia.
Works on system operation, including database development, data collection and their subsequent processing will be done by Lighting Business Consulting (LBC). The company was selected based on the results of a tender organized by the Project.
“The rapid development of LED technologies has revolutionized the lighting market; the market capacity is annually expanding, the number of new players is growing exponentially,” says LBC President Vladimir Gabrielyan. “Under the circumstances, reliable, structural and detailed market information becomes a key factor for the development of a civilized lighting market in Russia.”
The main objectives of the lighting market monitoring system are:
- making available to the lighting companies involved quantitative and qualitative estimates of the market in dynamics;
- calculating energy consumption reductions in the lighting sector due to the transition to power-saving light sources;
- calculating greenhouse gas emissions reductions due to the transition to power-saving light sources;
- building up information about the lamp market to assess the effect of normative regulation under Federal Law 261 “On Energy Conservation and Improved Energy Efficiency, and on Amendments to Certain Legislative Acts of the Russian Federation.”
“Market monitoring is a key element in creating a system of quality control for lighting products on the market,” points out Anatoly Shevchenko, Project Manager. “The systematized monitoring data will eventually show how effective the normative regulation and private initiatives on market transformation are.”
As the free trade area on the territory of Customs Union member-states continues to develop, the launched market monitoring system is envisaged to help in integrating data from Kazakhstan lighting market participants. At present Project experts are advising the UNDP/GEF/Ministry of Industry and New Technologies (MINT) of the Republic of Kazakhstan Project on development of an own monitoring system.
